
Kolkata, March 2026: NeuEN Green Energy Pvt. Ltd., a 50:50 joint venture between Bharat Petroleum Corporation Limited and Sembcorp Green Hydrogen India Private Limited, has secured a major contract to supply 10,000 tonnes per annum (10 KTPA) of green hydrogen to Numaligarh Refinery Limited (NRL).
Under the agreement, NeuEN will set up a state-of-the-art green hydrogen production facility at NRL’s refinery in Assam. The project will be backed by a long-term offtake arrangement and is expected to commence commercial operations by 2028. It will integrate renewable energy sources with advanced storage technologies to ensure round-the-clock, reliable supply, supporting the refinery’s decarbonisation roadmap.
The development marks a significant milestone in India’s transition towards cleaner fuels and highlights the growing momentum in the green hydrogen sector.
Sanjay Khanna, Chairman and Managing Director of BPCL, said the project reinforces the company’s commitment to building a future-ready energy portfolio. He noted that securing the contract through a competitive bidding process reflects the increasing maturity of the green hydrogen ecosystem and BPCL’s focus on scalable, market-driven clean energy solutions. He added that the company will continue strengthening execution capabilities while contributing to industrial decarbonisation and long-term energy security.
Vipul Tuli, President & CEO (Renewables, West) and CEO (Hydrogen Business) at Sembcorp, described the contract as a key step in advancing India’s green hydrogen ambitions. He highlighted the importance of well-structured long-term agreements in enabling viable projects and said the partnership with BPCL will help deliver a project of national significance while supporting NRL’s sustainability goals.
Shelly Abraham, Chairman of NeuEN, emphasized that the collaboration combines BPCL’s strong domestic infrastructure and market presence with Sembcorp’s global renewable expertise. He noted that the initiative will play a crucial role in integrating low-carbon energy solutions into refining operations and accelerating industrial decarbonisation.
Sembcorp, with a 7.6 GW renewable energy portfolio in India, continues to expand its footprint in green hydrogen and its derivatives, positioning itself as a key enabler in the country’s transition to a low-carbon energy future.
