Goa Charts Sustainable Maritime Future at India Maritime Week 2025

NESCO, Mumbai, October 2025: The Captain of Ports Department, Government of Goa, showcased the state’s ambitious “Blue Meets Green” maritime development model at the inaugural Goa State Session during India Maritime Week 2025. The event brought together national policymakers and international industry leaders to highlight innovation and environmentally responsible growth in India’s maritime sector.

Positioning itself as a frontrunner in India’s “Blue Growth with Green Responsibility” mission, Goa announced significant investments in green shipping, port modernization, and clean technology. The initiatives are being driven under the leadership of Hon’ble Chief Minister Dr. Pramod Sawant and Hon’ble Minister Shri Digambar Kamat.

Speaking at the main inaugural ceremony, Dr. Sawant said the theme “Blue Meets Green” reflects Goa’s vision of rapid yet sustainable maritime advancement, featuring waste-free waterways and carbon-neutral shipping.

Major Announcements

The session saw Goa introduce the Maritime Waterways Infrastructure Development Vision Document, alongside the signing of multiple MoUs. Key commitments included:

  • ₹200 crore from Inland Waterways Authority of India (IWAI) to develop National Waterways in Goa
  • ₹3,500 crore MoU with Atlantic Pacific LNG to establish an LNG facility at Mormugao Port
  • Launch of a 2MW solar power plant and plans for a floating marina at Mormugao Port

The Chief Minister expressed gratitude to IWAI, confirming that the existing MoU signed on 10 January 2025 remains valid till January 2030, ensuring Goa’s jurisdiction over its waterways.

Reforms & Infrastructure Push

Detailing Goa’s holistic maritime agenda, Shri Digambar Kamat highlighted:

  • Goa Maritime Board: New legislation to centralize port and maritime governance
  • Cruise Tourism Expansion: New international/domestic terminals at Mormugao and Panaji Ports, 7 permanent jetties, and 40 floating jetties
  • Feasibility for Goa–Mumbai ferry services, island development, and submarine tourism
  • Boost to shipbuilding and ship repair, including green fuel-powered vessels and single-window clearances
  • Green fuel transition with infrastructure for hydrogen, ammonia, and methanol
  • Establishment of Goa Institute of Maritime Excellence (GIME) with ₹50 crore grant for advanced maritime education
  • Support to fisheries and marine tourism including modern fishing vessels, solar cold storage, and seaplane/underwater cruise projects

Goa as a National Benchmark

Goa’s maritime strategy is aligned with Maritime India Vision 2030 and Viksit Bharat 2047. Dr. Sawant emphasized that Goa is advancing “from heritage to high technology, from local to global, and from blue to green.”

Officials expressed gratitude to technical partners and industry stakeholders shaping Goa’s growth as India’s most sustainable coastal economy.

Goa’s model, they asserted, now serves as a blueprint for coastal states integrating economic progress with ecological stewardship.
